Hosting can be done on every operating system. Your question however is not that much about hosting, but more about creating it. If you create your website using HTML and CSS for example, it will work on every possible web server, no matter what its operating system and web server software is. If you use PHP for example, it will work fine out of the box on any Linux or BSD based operating system for example, but on Microsoft Windows Server a PHP plugin will need to be installed to parse the code. Only if you require a Microsoft SQL database for example, then a Microsoft Windows Server is required. If you require SQL, regardless which implementation, MySQL will do fine and MySQL is available for every operating system.

Linux servers are likely to be faster than Windows servers. And they are cheap. From my personal experience on being hosted on Linux servers, they are also prone to virus attacks. I learned it the hard way and spoiling my reputation! If you are familiar with Microsoft products SQL Server, Visual Studio, .Net go for a windows hosting. .
